		<description>Ok, explain this to me...  the state is broke (i.e. very low on money) and we (the tax payers) are paying for a State Troubadour!?!?!?  How much is Neil on the state payroll for?  I find it absolutely nuts to be paying for a musician during these times.  This is not the go-go 90s here...  The state does not need to be spending money on music!</description>
